Community Movement Effort in The Integrated Healthcare Center Program During The COVID-19 Pandemic in Paser Regency

Abstract

Efforts to mobilize the community in the Integrated Healthcare Center program during the COVID-19 pandemic are still difficult, especially in terms of moving people to visit the Integrated Healthcare Center. Integrated Healthcare Center visits in Paser Regency experienced a decrease in D/S coverage <80%. In addition, during the pandemic, community mobilization efforts have become more limited. This study aims to explain the community mobilization efforts through the process of coordination, motivation, communication, and direction. The design of this research is descriptive research with a qualitative approach. The main informants are 4 heads of Public health center, 4 nutrition officers, 4 coordinating midwives, 4 health promotion officers and triangulation informants are 4 village heads, 8 cadres, and 8 Family Welfare Empowerment mobilizing teams from high coverage Public health center and low coverage Public health center. Data collection techniques were carried out through in-depth interviews and observations. The data analysis method used content analysis. The results showed that the coordination process for high-coverage health centers had been effective with the use of social media, but low-coverage health centers had not been fully effective, plus hoaxes were circulating. The motivation process for high-coverage health centers received more support from the village, while the low-coverage health centers still lacked village involvement. The communication process for high-coverage health centers is more dominant in the use of Facebook for education, while for low-coverage health centers, the use of Facebook is only for providing information. The process of directing high coverage Public health center is stricter in health protocols while low coverage Public health center is just a notification It was concluded that the process of coordination, motivation, communication, and direction for the Integrated Healthcare Center program during the pandemic has not been fully effective so that what still needs to be improved is the process of good collaboration across programs as well as across sectors.
